***Where there is no vision, the people perish: but he that keepeth the law, happy is he.***
[1] He, that being often reproved hardeneth his neck, shall suddenly be destroyed, and that without remedy.
[7] The righteous considereth the cause of the poor: but the wicked regardeth not to know it .
[12] If a ruler hearken to lies, all his servants are wicked.
[13] The poor and the deceitful man meet together: the Lord lighteneth both their eyes.
[15] The rod and reproof give wisdom: but a child left to himself bringeth his mother to shame.
[18] Where there is no vision, the people perish: but he that keepeth the law, happy is he.
[20] Seest thou a man that is hasty in his words? there is more hope of a fool than of him.
[23] A man's pride shall bring him low: but honour shall uphold the humble in spirit.
[25] The fear of man bringeth a snare: but whoso putteth his trust in the Lord shall be safe.

Where There Is No Vision, The People Perish
Vision meaning: insight; discernment.
a : the act or power of seeing : sight
b (1) : mode of seeing or conceiving
(2) : unusual discernment or foresight a person of vision
: the ability to see something is going to happen through diligently working for a set goal
Since this verse is one of the written precepts of the Bible; it is therefore understood that this was one of the prophetic quotes of the man of God. This is not only address to the people of GOD in their era.
But, it is also an admonition written for the coming generations of GOD’s children, or God-fearing people especially to them who are in the leadership.
I took this comment form the Detroit Baptist Theological Seminary as quoted:
“To understand how this term is used, we need to consider the content of what was received. When God initially spoke to Samuel in 1 Samuel 3:1, the text indicates that “the word of the LORD” was rare because visions (hazon) were uncommon. In Psalm 89:19 God spoke to his people in a “vision” (hazon). This term is also used as a title for some Old Testament prophetic books, such as Isaiah, Obadiah, and Nahum. These books have been recorded as “the word of the LORD.” If the point of the Hebrew term for “vision” is the prophet receiving the “word of the LORD,” this neither refers to a leader’s insight nor his so-called private hazon about the future, but divine revelation.
Consequently, the content of the “vision” (hazon) is fundamentally distinct from some popular interpretations. The vision is the means through which God gave His revelation to His prophets. This term refers to special revelation and should be understood as a vision that contained a prophetic word from God, a “revelation.” Thus “vision” forms an appropriate parallel with “the law,” in v. 18b.
Finally, the word translated “perish” is derived from a verb (para‘), which generally means to “let go” or “let loose.” The translation of this verb as perishing is highly unlikely when it is considered that of its 16 uses in the Old Testament none of these are translated in this fashion. It is used of uncovering (letting loose) one’s head when a turban is removed as a sign of mourning in Leviticus 10:6 and 21:10. In Exodus 32:25 the Israelites are unrestrained in the sense that their moral restraints were removed; that is, they showed no moral constraint while Moses was on Mount Sinai. This passage may be the background for Proverbs 29:18, and would, therefore, suggest that this verb has the sense of letting loose, a removal of moral restraints.”

If we, people of GOD, are too self centered and don’t mind what is going on around us; to them who are blindly walking within the course of this world, then we are not concern even if the people around us, lost moral restraint.
We have seen the moral attributes lost it senses among men. The world is becoming worsen everyday.
Grown ups are overly taken with fast phases technologies, that they spend less and less time to physical and personal development as well as relational enhancement.
Children are becoming heady, dumb and unfocus. Most of them are selfish, disrespectful and without natural affection.
People’s lives are perishing into the darkened world that most of them try to find satisfaction from becoming aggressively worse than before. Children’s innocent mind are polluted with the worldly entertainments, because busy elders doesn’t have time to spent quality talks with them.
Foolishness became the norms accepted by many; sometimes we children of GOD laugh at them, ignore them, condemn them without understanding their hopeless condition; not knowing, if we will not do our part to share GOD’s gift of love and forgiveness to them, they are without doubt heading to destruction.
Yes! This verse is for all of us true Christian.
If we will remain at ease in our comfort zone, we do not have that vision The LORD expected us to have. People around us will perish... sadly, some of them are our love ones, our relatives, our acquaintances, our friends.
Let parents be diligent to teach their children self discipline.
Let all Christian be not haughty in spirit but be meek, obedient and God-fearing.
Let all be be subjected in reading GOD’s words and in prayers.
Let our Spirit be strengthen that we may share to others GOD’s love, GOD’s words, GOD’s abounding forgiveness and grace.

[2] When the righteous are in authority, the people rejoice: but when the wicked beareth rule, the people mourn. [3] Whoso loveth wisdom rejoiceth his father: but he that keepeth company with harlots spendeth his substance. [4] The king by judgment establisheth the land: but he that receiveth gifts overthroweth it. [5] A man that flattereth his neighbour spreadeth a net for his feet. [6] In the transgression of an evil man there is a snare: but the righteous doth sing and rejoice. [7] The righteous considereth the cause of the poor: but the wicked regardeth not to know it . [8] Scornful men bring a city into a snare: but wise men turn away wrath. [9] If a wise man contendeth with a foolish man, whether he rage or laugh, there is no rest.
